The ACT government has released a discussion paper today on its review of the territory's liquor licensing laws.

The paper, prepared by the Department of Justice and Community Safety, explores the merits of extending on the spot fines to licensees for serving alcohol to minors and intoxicated patrons and a code of conduct for the licensed hospitality industry.

It also explores the idea of preventing patrons coming into licensed premises after a certain time by locking them out, and prescribing alcohol-free areas for family events.

ACT Attorney General Simon Corbell said the aim of the review was to create a healthier drinking culture in Canberra's licensed venues.

“I now encourage the ACT community to consider the issues raised in the discussion paper and invite interested parties to lodge a written submission expressing their views on how we should best move forward," he said.

The Department is expected to prepare a final report after submissions close on June 30.
